Announcing A New Publication; Poverty by Design: The Economics of Discrimination in Tibet. By Andrew Fischer

Dear Tibet Support Groups, Attached below, please find an announcement for a new publication to be released by the Canada Tibet Committee in conjunction with the UN World Summit on Sustainable Development (WSSD). The full text and its summaries in English and French, will be available on our website on August 28, when the report will be released in Johannesburg during a briefing session hosted by the Office of Tibet and the Tibet Delegation to the WSSD.

We hope that this publication will be of use to all TSGs working on development issues in Tibet.

ANNOUNCING A NEW PUBLICATION Poverty by Design: The Economics of Discrimination in Tibet

Poverty by Design: The Economics of Discrimination in Tibet examines poverty and ethnic discrimination in Tibet in light of Chinaâs economic policies for development of its western regions. With a specific focus on the Tibet Autonomous Region, Poverty by Design analyses Chinese statistics to evaluate the impact of Beijingâs policies on agriculture, education and labour in Tibet. Approaching development as a human rights issue, it challenges the myth that Chinese control of Tibet is premised on economic development and improved standards of living for local people. Poverty by Design also examines the role that foreign aid, trade and investment play in relation to Chinaâs development objectives in Tibet, with special reference to Canadian involvement and the accession of China to the World Trade Organization.

The Author: ÊAndrew Fischer, a development economist, received an MA in Economics in 1994 from McGill University in Montreal, Canada. Currently, he is a PhD candidate at the London School of Economics, on the socio-economic causes of refugee movements from Western China.

Principalement axŽ sur la RŽgion autonome du Tibet et se fondant sur des statistiques officielles chinoises, le rapport PauvretŽ par dessein Žvalue les rŽpercussions de la politique de Beijing sur la croissance tibŽtaine ˆ partir d'exemples tirŽs des domaines de l'agriculture, de la main d'þuvre et de l'Žducation.
